Finance Director
As the Governmental Finance Director, you will play a pivotal role in managing and overseeing the financial operations of Richland County. This leadership position requires a strategic thinker who can guide financial decisions, ensure compliance with budgetary regulations, and provide expert financial advice to Administration and departments. You will be responsible for maintaining fiscal integrity, promoting transparency, and maximizing the efficient use of public funds.
Key Responsibilties:
1. Financial Planning and Budgeting: Assist with developing and managing the annual budget, working closely with department heads to allocate resources effectively and efficiently.
2. Financial Reporting: Prepare and present comprehensive financial reports, including balance sheets, income statements, and cash flow statements, to senior leadership, elected officials, and the public.
3. Compliance:Ensure compliance with all state and federal financial regulations, including GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) guidelines.
4. Investment Management: Oversee the investment of public funds to maximize returns while maintaining safety and liquidity.
5. Debt Management: Manage the government's debt portfolio, including the issuance and servicing of bonds, to minimize costs and optimize the debt structure.
6. Risk Management: Identify and mitigate financial risks through sound financial practices and insurance strategies.
7. Team Leadership: Lead a team of finance professionals, fostering a culture of collaboration, professionalism, and continuous improvement.
8. Public Engagement: Foster transparency by engaging with the community and responding to financial inquiries from citizens, ensuring that financial information is accessible and understandable.
9. Strategic Planning: Contribute to the development and execution of the government's long-term financial and strategic plans.
Qualifications:
* Bachelor's degree in finance, accounting, business administration, or a related field (Master's degree preferred).
* CPA (Certified Public Accountant) or CGFM (Certified Government Financial Manager) certification strongly preferred.
* Extensive experience in governmental finance, including budgeting, financial reporting, and compliance.
* Strong knowledge of government accounting standards (GAAP and GASB).
* Proven leadership and team management skills.
* Excellent communication and interpersonal skills.
* Ability to work collaboratively with diverse stakeholders.
* Integrity, ethical judgment, and commitment to public service.
